Sumenep, November 6, 2025 – PT Solusi Bangun Indonesia Tbk (“Solusi Bangun Indonesia/the Company”), a subsidiary of PT Semen Indonesia (Persero) Tbk, through its environmentally friendly waste management division, Nathabumi, together with the Sumenep Regency Government, signed a cooperation agreement on the utilization of urban waste based on a circular economy, while also marking the first shipment of Refuse-Derived Fuel (RDF) from Sumenep Regency to the Solusi Bangun Indonesia factory in Tuban, East Java. The signing of the cooperation agreement and the inaugural shipment ceremony were held at Graha Mandaraka in the Sumenep Palace area, East Java, on Thursday, November 6, 2025.
The cooperation agreement was signed by the Acting Head of the Sumenep Regency Environment Agency, Anwar Syahroni, and the Director of Operations of PT Solusi Bangun Indonesia Tbk, Edi Sarwono. Also present to witness the event were the Deputy Regent of Sumenep, KH. Imam Hasyim, and officials from the Sumenep Regency Government.
Geographically, Sumenep Regency has an area of 2,093 square kilometers, consisting of 7 sub-districts that produce around 116 tons of waste per day, so the amount of waste is predicted to increase along with the population growth of 1.1 million people. One of the initiatives taken by the Sumenep Regency Government to overcome the increase in waste is through the conversion of waste into RDF.
The Deputy Regent of Sumenep, KH Imam Hasyim, said that in addition to benefiting the environment, managing waste into RDF also creates new economic value for the community. “That is why we are collaborating with Solusi Bangun Indonesia, which has experience in utilizing RDF as an alternative fuel. This means that the impact of this collaboration is even broader, which is very good,” said KH Imam Hasyim.
Solusi Bangun Indonesia and the Sumenep Regional Government initiated their collaboration by signing a Memorandum of Understanding (MoU) on September 6, 2024. The products generated from the RDF facility in Sumenep Regency will be used as alternative fuel to replace some of the coal used at the Solusi Bangun Indonesia factory in Tuban, East Java.
Director of Operations at Solusi Bangun Indonesia, Edi Sarwono, revealed that the use of RDF not only helps local governments create a healthy environment for the community, but also helps reduce the company's dependence on fossil fuels and supports efforts to reduce carbon emissions from the cement production process.
“This effort is inseparable from the strategic collaboration between industry and local government in the management and utilization of RDF. By utilizing urban waste as energy in the cement production process, we are striving to support waste management that is not only beneficial to the environment, but also provides added value to the region,” said Edi Sarwono.

This achievement is also an important milestone for Sumenep Regency, which has successfully met all technical and quality criteria for RDF in accordance with the standards for alternative fuel utilization in Solusi Bangun Indonesia. This demonstrates the region's readiness to implement a modern, efficient, and sustainable waste management system.
“We hope that cooperation in the utilization of RDF can be improved in the future, for example, to the islands. This is not only a matter of RDF delivery, but also a big step towards a cleaner, more independent, and environmentally friendly Sumenep,” said KH Imam Hasyim.
